This will allow users that do not meet the SecurID login activation requirements (not in the SecurIDUsersFile or do not have a shell ending with sdshell, if the SecurIDUsersFile option is usedn or is omitted, respectively) to still log in using another authentication method (e.g. PAM or passwd.)
